Call to Order
Chairman VanHoven called the public hearing to order at 7:00 p.m.

Tax Map # 40.73-7.000-CEVE/CATS Kiosk
After reviewing a new rendering of the kiosk project and discussion on what would be displayed on the kiosk, there was no further public comment. On a motion to close the public hearing on this item, by Mr. Muller, seconded by Mr. Hislop, the motion carried by unanimous vote, Aye-6 No-0
Tax Map # 49.1-1.12.000- George and Libby Pataki- New House on South Farm Property
There being no public comment, on a motion to close the public hearing on this item, by Mr. Muller, seconded by Mr. Wrisley, the motion carried by unanimous vote. Aye-6 No-0
On a motion to adjourn the public hearing by Mr. Muller, seconded by Mr. Hislop, the motion was carried by unanimous vote Aye-6 No-0

On a motion to accept the minutes of the July 17, 2014 meeting, by Mr. Muller, seconded by Mr. Wrisley, the motion carried by unanimous vote. Aye-6 No-0
Old Business- Approval of Draft Permits
Draft Permit # 2014-15: Tax Map #40.73-7.000-CEVE/CATS -Special Use Permit-
Installation of an informational kiosk to advertise local businesses and recreational activities on the Town Hall property.
The Chairman noted that a SEQRA form needed to be completed for this permit. On a motion to declare a negative determination, by Mr. Muller, seconded by Mr. Stransky, the motion passed by unanimous vote. Aye-6 No-0
On a motion to approve the draft permit, by Mr. Walker, seconded by Mr. Muller, the motion passed by unanimous vote. Aye-6 No-0
On a motion to approve the issuance of a permit, by Mr. Muller, seconded by Mr. Stransky, the motion carried by unanimous vote. Aye-6 No-0
Draft Permit # 2014-16: Tax Map # 49.1-1-12.000 – George and Libby Pataki- New House on South Farm Property
After discussion, the Board decided to require 3 conditions to be included in the permit:
- The project must commence no later than spring 2015 and be completed within 2
years of the start date.
- Exterior lighting shall be oriented or limited so as to minimize disturbances
to neighboring properties.
- APA approval or a non-jurisdictional ruling is required
On a motion to approve the permit with the additional conditions, by Mr. Muller, seconded by Mr. Wrisley, the motion passed by unanimous vote. Aye-6 No-0
Draft Permit # 2014-14: Tax Map # 40.72-1-6.000-Phillips Art Studio, LLC
On a motion to approve the permit, by Mr. Stransky, seconded by Mr. Muller, the motion passed by a vote of Aye-5, No-0. Mr. Hislop abstained from the vote.
New Business
Chairman VanHoven spoke briefly about his ongoing zoning law review. There was discussion of a letter the Board received from Lake Champlain transit. In the near future, LCT will be seeking approval for the installation of a second slip at the ferry dock.
Ms. Murphy let the board know that, in the future, there will be permits sought by Cordelia Sands, the Stephans, the Ames, The Tea Garden and the Daltons.

There was no further comment on the submitted written report.

On a motion to adjourn, by Mr. Wrisley, seconded by Mr. Hislop, the motion carried by unanimous vote. Aye-5 No-0 Mr. Muller had to leave after the votes on the draft permits.
