Call to Order
Chairman Van Hoven called the meeting to order at 7:02 p.m. with The Pledge of Allegiance.
Attendance
Present: James Van Hoven, Olive Alexander, David Hislop, Thomas Stransky, Mark Walker, and H. Nicholas Muller III.Catherine DeWolff, Secretary
Absent: Derrick Wrisley
Also Present: Lauren Murphy, John Doyle, Anita Shapiro
Public Hearing
Tax Map #48.76-1-14 -Doyle – Special Use Permit – Change of use for a school to a residence at 833 Walker Road, Whallonsburg, Essex, NY. Applicant wishes to use the former school building as a residence thereby changing the use of the property.
The Chairman queried the public and the Board about the project. There were no questions or comments.

On a motion to close the Public Hearing by Mr. Muller, seconded by Mr. Hislop, the hearing is closed at 7:04 p.m.

Chairman Van Hoven called the Regular Meeting to order at 7:04 p.m.

Review and Acceptance of Minutes
Minutes of June 18, 2015 Public Hearing and Regular Meeting
On a motion to approve the minutes of the June 18, 2015 meeting by Mr. Stransky, seconded by Mr. Hislop, the motion carries by unanimous consent of the Board, Aye-6 No-0 Absent-1
Old Business
SEQRA Review -Tax Map #48.76-1-14 – John Doyle – Special Use Permit for a school to a residence at 833 Walker Road, Whallonsburg, Essex.
Chairman Van Hoven read the EAF aloud and the Board considered the EAF in conformance with the NYS DEC SEQRA law. On a motion to deem the application a Negative Declaration by Mr. Muller, seconded by Mrs. Alexander, the motion carries by unanimous consent of the Board, Aye-6 No-0 Absent-1
Draft Permit = Project #2015-10 – Special Use Permit – John Doyle – Tax Map #48.76-1-14.
On a motion to approve the draft permit as written by Mr. Walker, seconded by Mrs. Alexander, the motion carries by unanimous consent of the Board, Aye-6No-0 Absent-1
New Business
Amendment to Permit EPB 2014-13 – Levine. Steve Levine sent an email to the Planning Board requesting a six month extension to his permit which expires July 26, 2015.
The Chairman apprised the Board that Mr. Levine needs more time to finish his garage project. On a motion to approve the Amendment to Permit 2014-13 by Mr. Hislop, seconded by Mrs. Alexander, the motion carries by unanimous consent of the Board, Aye-6 No-0 Absent-1
Report of the Zoning Officer
The Report of the Zoning Officer was pre-distributed to the Board.

On a motion to adjourn the meeting by Mrs. Alexander, seconded by Mr. Stransky, the meeting is adjourned by unanimous consent of the Board at 7:12 p.m.
