2021 Annual Report
2021 brought more of the same challenges to the Essex Town Court as 2020 did. Court functions again came to an intermittent standstill for almost 3 months.
The Justice Assistance Program (JCAP) to replace the Court entrance with a handicap accessible door was approved, but only funding at 1/20th of the actual cost. Funding for 2020/2021 was primarily given to Courts that were instituting COVID-related protection items. We anticipate reapplying in 2022.
In 2021 there were a total of 82 tickets or criminal summons that were issued to 49 individuals. Here is the breakdown:

The Court also presided over 2 civil proceedings (small claims), and performed the solemnization of 2 marriages.
Additionally, the Essex Town Court took a major lead again this year by being one of 5 Courts that handled all felony arraignments remotely for the 19 Courts in Essex County. This program is called Virtual Centralized Arraignment (V-CAP). Here is the breakdown of the activity the Essex Town Court provided for Essex County through V-CAP. This program was discontinued upon the cessation of the Governor’s emergency authorization in April of 2021.
