Regular Town Board Meeting January 8, 2015

Unofficial Meeting Minutes

Supervisor: Edward Gardner

Town Councilmen:

Claire LaPine

Bryan Garvey

Harold MacDougal (Absent)

Mark Wrisley

Town Clerk: William Morgan

Supervisor Gardner opened the meeting by leading all present with the Salute to the Flag.

Roll Call Taken by the Town Clerk (see above).

The Town Clerk read the minutes of the December 16, 2015 Town Board Meeting. (This meeting had been rescheduled due to the snowstorm.) There were no minutes read of the Public Hearing. Minutes approved by all.

Supervisor Gardner asked for Moment of Silence for Former Governor Cuomo and Larry Deso, Sr.

Following this the Town Clerk read a Resolution of Condolence to Carolyn Walker and the Deso Family that he had prepared. Councilman LaPine asked both Andy and Larry Deso Jr. be part of the Resolution.  Approved by all.

Supervisor Gardner opened the floor to the Public for Comment “ There was none.

(The reports following were not made available to the Public nor were they read.)

The Highway Superintendent report was reviewed and accepted by all.

Supervisor Report was reviewed and approved by all.

County Board of Supervisor Report: The County Board of Supervisors have approved $230,000 and some amount for Hamlet drainage construction.  This was begun previously and halted. Councilman Wrisley asked if the Supervisor had seen the plan for this work and Supervisor Gardner said no.

Water Report: Councilman Wrisley asked if we are now charging for the shut offs. Supervisor Gardner stated we will be.  Parts of these reports were not provided to the Councilmen so discussion suspended until they have copies.

Supervisor Gardner we are preparing to increase fees for Zoning/Code Applications.  The Councilman did not have copies so this was not approved.

Abstract of bills approved by all.

Resolution read to reappoint Jim Van Hoven Chairman of Planning Board.  Supervisor Gardner stated that not all Planning Board members replied to a request for input but the majority did.  Appointment of Jim VanHoven as Chairman of the Planning Board for the year 2015, term expiring December 31, 2015 was approved by all.

Resolution to Appoint Youth Commission Representative (NYS Department of Family Services requirement): Councilman LaPine will be the Town of Essex Official Representative on the County Youth Board Committee and alternate is Councilman Garvey. Approved by all.

Supervisor Garvey announced Councilman MacDougal has resigned his position on the Board via email.  We are waiting a letter of same. Anyone interested in this positions can forward a notice to the Town Board of their interest.

Motion to accept Town Clerk Financial Report.  Approved by all.

Supervisor Garvey stated that at this time we are going into Executive Session for Negotiations.
