Informational Sewer Meeting

The meeting was called to order at 6 PM.
Board members present were Councilman MacDougal, Councilman LaForest, Councilman Wrisley, Councilwoman LaPine and Supervisor Boisen. Also present was Audrey Hoskins, Town Clerk.
Visitors were Jim Dougan, AES, Tina Gardner and Steve Phillips.
Councilmen LaForest, MacDougal, Wrisley and Councilwoman LaPine have all toured the sewer plant.
The sewer main contractor is scheduled to return around the first of May.
Supervisor Boisen introduced Tina Gardner to the Board, she an applicant for the
Wastewater Treatment Plant Operator. Tina has taken the tour of the plant.
Jim Dougan talked about the Operator position. The Essex plant is a grade 2 A.
This is based on volume and the processes. The operator will need to take courses and one year of training under a certified operator in a similar plant before they can get the operator license.
Amendments # 10 & #11 were discussed. # 10 is for reimbursable mileage. We
(AES) is requesting another $11,000 in mileage. The original mileage budget that was set up was inaccurate. The new projection should get us through the end of the project. We are trying to schedule meetings all in one day so there will be fewer trips done to the site. Amendment # 11 is for the design at Beggs Park for the generator installation the Town requested.
Jim discussed the NYSEG bill for the plant. The bill is $2000 + this month. The GC contractor is responsible for all temporary heat at the site. The bill will be given to GC Contractor and a change order will be issued and this amount will be deducted from his contract.
The possible sewer sites where our operator could go for training were discussed. Westport, Port Henry, Crown Point and Keeseville. Shared services for the fist year were discussed for the plant operator position. Todd Hodgens, AES, Northeast will be able to assist sometimes with the operations.
Supervisor Boisen said we need to create the position of sewer plant operator and to hire a part-time certified plant operator to with our operator for the first year. Councilman MacDougal said we could check into shared services and hire that person to be our operator and then we hire an assistant. We need to create two positions, a plant operator and an assistant operator.
Councilman LaForest said we need to look at combining the sewer operator and the water operator positions into one full time position. Councilman MacDougal said he felt this was the way to go. You are more likely to get a quality person in there if it is a full time position. Jim Dougan said it seems that a shared services position for the first year would be a good way to go until our operator has completed the training needed to become certified. Said ideally one person should be able to run the sewer and water in this size Town.
The Town of Westport, Keeseville and Port Henry will need to be contacted and shared services for sewer operator will need to be discussed with them.
The sewer ordinance was discussed. Jim Dougan said that in the green technology budget there was some money $10,000 for new water meters.
This was in the project because that is the way you were going to do your billing.
We should be able to get some replacement meters, potentially a system to read them and billing software. Jim will check on pricing and with the funding agencies to see if they will cover these costs. Jim Dougan said the Town of Schroon is in the process of updating meters and their reading system. They just got new software and a reading unit which was about $20,000 to $50,000. The funding agencies if they approve these items would only cover the cost of meters, reader and software in the sewer district. Jim will get the information and get back to the Board with it, so decisions can be made.
Billing the sewer residents was discussed. Once the district was formed the Town could have started to bill. We will need to have money to pay the sewer operator. Supervisor Boisen said it is not a good idea to have borrow from the General Fund for these costs. We also will need to have money to make our first principal payment when it comes due. This will be discussed further in our Board meeting.
