Informational Sewer Meeting
8/11/11
The meeting was called to order at 6:03 PM.
Board members present were Councilwoman LaPine, Councilman LaForest, Councilman Wrisley and Supervisor Boisen. Also present was Audrey Hoskins, Town Clerk.
Visitors included Jim Dougan, AES Northeast, Sally Johnson, MaryAnne Schultz,
Bill Gussman, Nancy Gussman, Tina Gardner and John Crandall.
Jim Dougan gave an update on the sewer project. The sewer laterals are scheduled to start being connected the day after Labor Day.
At the waste water treatment plant and the ECHO parking lot site the work is 90 to 95% complete. The individual systems are being tested. Next week manufacturer’s reps will be at the plant during testing. DEC will be visiting next week to do a pre startup walk through.
Budget updates were handed out to the Board. The project is about $100,000 under budget. There is about $159,000 left in contingency.
The skid steer and the pickup truck have been ordered.
Jim Dougan invited the Board to come up and tour the plant to see the progress since their last visit.
The solar panels have been approved by NYSERDA. Once NYSEG approves we can turn them on.
Once the laterals are hooked up then the septic tanks will be pumped out and filled in.
The contractor is responsible to make sure the lateral hookup is working properly and they are responsible for one year, if the problem is with their hookup.
The contractors have a performance bond which will cover these kinds of problems for one year. If residents have any problems they need to get this information to the Town.
Easements were discussed.
Cleanouts were discussed.
The cost for the sewer usage and loan repayment was discussed. The sewer resident will be charged $235 per year for loan repayment and then the rest is based on usage by sewer residents. The basic cost per year will be $564. Over 3000 gallons per quarter will be charged another ½ cent per gallon over the 3000.
The water bills have been sent out and the first two quarters of this year were billed at $40.00 per quarter. However the charge will now be one penny per gallon based on your metering reading.
To have the plant operational we will need to have a certified operator to work with
Tina Gardner until she becomes certified. This will take about a year and a half.
We will need to hire a certified operator as soon as possible.
The generator will be installed at Beggs Park at the existing water building on the lake side. The generator is at the fire house awaiting installation. The old pad has been undermined by the flooding and a new cement pad will need to be installed before the
Installation can be done. The panels are being installed on the backside of the building to run it. NYSEG is scheduled to do the swap out.
Amendment #13 was discussed.
