Special Board Meeting
8/22/11
The meeting was called to order at 9:04AM.
Board members present were Councilman Wrisley, Councilwoman LaPine,
Councilman MacDougal, Councilman LaForest and Supervisor Boisen.
Audrey Hoskins, Town Clerk was also present.
Attendees included Grace Drummond, Assessor, Dianne Lansing, Assessor and David Sayre Assessor.
The Pataki million dollar grant and the one-half million dollar bond act grant both hold back 10%, which the Town will receive upon completion of the sewer project. Supervisor Boisen said that because of this we are short of funds to pay the sewer bills. We need to have a resolution to transfer $150,000 to the sewer fund. The transfer was discussed. The end of the month balances were discussed and Councilwoman LaPine asked for a report showing the monthly balances. Supervisor Boisen said the balances have not been entered into the new system as of yet. Councilman MacDougal said he would also like to see a monthly report of the account balances.

THE FOLLOWING RESOLUTION WAS OFFERED BY Councilman MacDougal, WHO MOVED ITS ADOPTION.
BE IT RESOLVED that the Town of Essex Transfer $150,000.00 from the General Money Market Acct. 1601197 to the Sewer Fund account 1205065.
THIS RESOLUTION WAS DULY SECONDED BY Councilman Wrisley AND WAS ADOPTED.

Supervisor Boisen said we need to have a certified operator on board by September 5, 2011 at the Sewer Plant. We have two interested in the certified operator position. Stuart Baird III from Lake Placid and Tracy Smith from Ticonderoga are both interested. The position will be for a year and a half. They will supervisor plant operations and Tina while she is training for the plant supervisor position. We also have some one interested in being the backup to
Tina once she is plant supervisor. Supervisor Boisen said she and Tina would like to meet with the two interested in the position.
Councilman LaForest said he felt we should advertise for this position. Supervisor Boisen said we have a list of the certified operators that DEC gave us. Salary and mileage issues for the certified operators was discussed.
Councilwoman LaPine asked where the money to pay the salary was coming from. Supervisor Boisen said the money would come out of the contingency fund. There is about $19,000 left.
The interviews of the applicants we have was discussed and Councilman Wrisley said he would like the Board to do the interviews. A date needs to be set for the interviews when the Board member can be present.
The issue of advertising for certified operator was thoroughly discussed by the Board.
Councilman LaForest made the motion to advertise for a certified operator for the sewer plant. Seconded by Councilwoman LaPine. Roll call Councilwoman
LaPine-yes, Councilman MacDougal-yes, Councilman Wrisley-yes, Councilman
LaForest-yes and Supervisor Boisen-no. The ad will be placed in the Press Republican. Applicants must respond by August 29, 2011 by either email or phone calls.
Supervisor said she wanted it on the record that she is not in favor of this; it is a waste of adverting money.
Post notice to cancel the Sewer Public Hearing 8/30/11.
The interviews were tentively set for September 1, 2011 at 7PM.
The sewer ordinance was discussed. Councilman LaForest said he would have it ready by the end of the day so that it will be ready for tomorrow night’s meeting.

Motion to retain Hiscock & Barclay as legal counsel for our legal matter with Lewis Family Farm made by Councilman MacDougal. Seconded by Councilwoman LaPine.
