Informational Sewer Meeting

The meeting was called to order at 6:03 PM.
Board members present were Supervisor Boisen, Councilman Wrisley and Councilman LaForest. Also present was Audrey Hoskins, Town Clerk.
Visitors present were Jim Dougan, AES, Olive Alexander and Jim Morgan, Highway Superintendent.
Jim Dougan gave an update on the project. The sewer mains are about 75%
Completed. Unless we get extremely cold weather the sewer main contractor will try to complete installation of the sewer mains.
Hydro seed mulch has been sprayed on the areas that have been disturbed. This is not the final product. This is just to meet storm water regulations.
These areas will be fully restored when the project is completed.
At the wastewater plant we have had our last major concrete pour. There are still some small miscellaneous pours to complete. The foundations for the solar panels still need to be done. More utilities are being installed.
Next week the deep underground structures will be installed at the ECHO parking lot site. They will also be excavating for the building structure.
The general contractor is insulating the exterior of the control building and the
trusses are to be delivered next week. The control building will have a roof soon.
It appears that all the trades, other than the sewer main contractor plan on working through the winter.
In February there will be an update on the sewer main contractor and where we stand budget wise.
Propane tanks are the responsibility of the Town this is part of the contract.
A 1000 gallons propane is to be at the wastewater treatment plant and a 1000 gallon propane tank at the ECHO parking lot site. Both tanks are to be buried.
Supervisor Boisen has the cost from Amerigas. There are two options one to purchase the tank and the other to rent the tank. AES recommends that the tanks be purchased so that if state contract changes then you are not stuck with the company you rent the tanks from. Amerigas has the state contract. Above ground tanks versus underground tanks were discussed. The option of having the contractor purchase the tanks was discussed.
The cost of the tanks are covered in the sewer project. The Town’s responsibility was discussed in the installation of the tanks. The mechanical contractor’s responsibility was discussed and the tank provider’s responsibility was discussed.
Councilman LaForest asked if the foliage in front of the plant would be replanted.
Jim Dougan said there is a large pine tree and willow that are remaining. The landscape plan shows new cedars going the length of the property line. The cedars will be 5 to 6 feet tall.
Councilman LaForest asked about the Beggs Point project. Jim Dougan said that they feel the new generator can be installed in the location at the pump house where the old generator is located. The building structure that houses the existing generator will have to be removed. The new generator will run the water pumps and the sewer pumps. The existing electrical service is large enough to handle the two new pump stations. The controls will be mounted on the back side of the building. There should be a credit from the general contractor on this change from the building that was to be built to this new option. The funds can not be mingled, so the water fund will need to be responsible for taking down the building and move the existing generator. Everything else will be cost to the sewer. The way the generator will function between the water and the sewer was discussed.
Councilman LaForest asked about the large concrete tanks on Orchard Street.
Jim Dougan said these are the ones for the pump station and they need to be set by a crane. The contractor will being installing them very soon. He will need to bring in a crane to do this installation. They should be installed within two weeks.
Supervisor Boisen asked Councilman LaForest if he could find out more information on the Jackson easement.
We still need to get the Deso easement.
The lateral easements are still coming in slowly.
Jim Dougan said that he would like to schedule a time for the Board members to come and tour the wastewater treatment plant.
Funding sources were discussed.
