Informational Sewer Meeting

The meeting was called to order at 6 PM.
Board members present were Councilwoman LaPine, Councilman Wrisley and Supervisor Boisen.
Jim Dougan, AES, updated the Board. The electric pole on Orchard Street does not need to be moved. The pump station is in the Town’s property.
Sheehan’s will be here for 2 to 3 weeks more. They are close to being done with the sewer mains. They will return in the spring. Laterals and septic tank removal will be done then. Supervisor Boisen, Jim Dougan, Tim Barber from AES, and Ray and John of Sheehans met and discussed the restoration that will need to be done in the spring to residents property. The lawns, sidewalks and pavement any where they can that will not require further digging for the laterals installation.
At the building site the roof on the control building is close to being water tight. The building is now heated and they can work on the inside. The work being done is primarily by the General contractor. We have permanent power on site.
The electricians are starting their electrical work. The generator is in the control building. Other heating and ventilating equipment is in the building.
In a few weeks the site will be ready for the Town Board to do a walk through.
SBR tank and that building is being framed and started the trusses for the roof.
The equipment that will treat the sewage is schedule to arrive over the next two weeks.
Reed beds – the walls for this has been built. More work will be done on the reed beds in the spring.
Down at the ECHO parking lot site the main pump station structure has been installed.
Councilwoman LaPine asked if Jim had spoken with Tom Ducca about his water line that was damaged. Tom also has other concerns and Councilwoman LaPine said he needed to contact Jim Dougan. Jim said he has talked with Tom. They took photos of the water line. Jim said they have tried to handle the requests that Tom has made. We are going to try to restore back as close to as what was there as we can.
The easements at the Deso house and the Jackson house have required we start eminent domain proceedings on both. Councilwoman LaPine said she has talked with Larry Deso and she cannot convince him there is a problem.
The process of eminent domain will be costly to the Town. The people living in the houses have given their permission for the sewer pipes to go through the property, but they do not have the legal right to sign the easement. We cannot submit a pay request for any property that does not have a signed easement.
Councilwoman LaPine asked how many easements are left for the lateral easements. Supervisor Boisen said she did not have an exact figure. Supervisor Boisen said anyone who does not sign a lateral easement will have to pay the hook fee up them self. If we have signed lateral easements and we can put the lateral in now we are doing that.
Jim Dougan said he wants to do a budget update at the February sewer meeting,
so we know where we stand.
Pat Parson is not happy with the pump station on Orchard Street. She still believes it is on her property not the Town’s property. Harold MacDougal will check her file and see if there is a survey map in it.
Councilman LaForest arrived at 6:30 PM. He asked Jim Dougan about the redesign at Beggs and Jim said the generator for the waste water will be placed beside the pump house at Beggs. It is big enough to handle the sewage pump stations and the water. We can use the existing electrical. We will use the existing concrete pad. The building that is there now around the old generator will have to come down. This will be the responsibility of the water department.
The Town will need to decide what it is going to do with the old generator.
