Informational Sewer Meeting

The meeting was called to order at 6:07 PM.
Board members present were Councilwoman LaPine, Councilman MacDougal, Councilman LaForest, Councilman Wrisley and Supervisor Boisen. Also
Present was Audrey Hoskins, Town Clerk.
Visitors included Jim Dougan, AES and Tina Gardner.
Jim Dougan gave an update on the sewer project. The project is about 76% complete overall. About 67% of the bills have been invoiced. The general
Contractor is close to 90% complete at the plant and the ECHO parking lot building. Both sites are getting cleaned up. We are talking about starting the testing of individual systems in the month of July. This testing will be done before the plant is brought on line. Some restoration is being done.
The budget for the sewer plant was discussed. Allowance dollars was discussed for each individual contractor. About $180,000 should be left in the allowances.
There is about $159,000 left in contingency for the project at this point. There were allowances in the budget that were there to buy equipment. A pickup truck, a skid steer/loader, safety equipment, a set of general tools, and lab equipment.
A safety program for the sewer plant needs to be developed and implemented.
Jim Dougan said we need to post the speedes permit on the bulletin board.
This gives the limits that the EPA has set up for discharge and are monitored by DEC. Because the discharge goes into the lake the DEC and the Lake Champlain Basin committee have more stringent rules for phosphors. The plant has been designed to meet these limits.
Sheehan’s will do as much restoration in the next few weeks as they can in areas where it will not be disturbed when they start installing laterals.
Jim Dougan discussed some issue that he felt the Board would need to address in the proposed sewer law and at the Public Hearing on June 21st.
The issue at Mr. Olsen’s was discussed.
