BID AWARD FOR TOWN DOCK REPAIR

Supervisor Boisen called the meeting to order at 5:05 p.m.

Supervisor Boisen stated that she and Mark (Councilman Wrisley) had just looked dock and she had emailed everybody about awarding the bid. She further stated that we have the three bids for the dock – by law we have to award the bid to the lowest responsible bidder who met our specifications, which none of them did. We could either award to the lowest responsible bidder or throw them all out and hope to get the project done. Councilman MacDougal: œNone of them met our specifications? Supervisor Boisen: œNo, but the specifications were high, œmy expectations were high’. Councilman MacDougal: œI know my feeling is to go with the lowest bid – at least that makes it safe. There was a general discussion of the bowing out of the wall.
Councilman Wrisley: œI know what I would do if I was doing the project – You’ve got the five steps going down that the top one is a little cock-eyed. When they built it they came in with the timbers that came up – when they got to here, they stopped and put planks up and poured the cement so that it was on top of the beams. Well, these beams are all gone and what you have is gaps underneath where the beams sat. So to me you’ve got two choices, you could either put another beam back in there or you actually take some cement and rebuild where those planks were on the face of it, filling in there so that there are no planks at all. Plus there are planks along the side – they’re all shot as well. I would say you would put them back in. As far as the cement, I don’t think I would pour any of the steps. You could take them out but they are perfectly fine, they just have some little chips and you just walk on it – it’s not like it’s a road. It could be leveled up with some stone as it’s just foot traffic that would be on it. If the water gets high enough again it will wash out anyway. Supervisor Boisen: œClearly the top two beams all the way around need to be replaced and then there are some thoughts that the third beam down in the corner there needs replacing. Dale’s quote says remove approximately the top two courses which means we also may want the third in that corner. That might mean he may think there is a second beam down that doesn’t need to be replaced and maybe there is – we have to look. The Supervisor said that she would clarify that with Dale to replace down to the second course and some of the third. There was a discussion of using timber locks and rebar or re-rod. Councilman Wrisley said that with the timber locks you can screw them down tight so that you have a nice tight job – you can’t do that with the re-rod because it is just sitting there. Councilwoman LaPine asked about the re-rod and don’t you put that in before you pour cement? There was a general discussion of the uses of the re-rod. Councilwoman LaPine clarified how they were going to do the re-rod, laying the new timber all the way around and then drill a hole and push the re-rod in to hold it all together, just like making a three layer cake. Councilwoman further asked about the retaining wall for the sand. Supervisor Boisen said that there was no mention of it in Dale’s proposal. Further that the supervisor would get a quote from Dale to see what he would charge us to add that amendment on to the cost and email that to you. Councilwoman LaPine asked how much money is in the dock fund, around $10,000? The Supervisor responded that it was more like $11,000 by now. There was further discussion of DE Siteworks proposal of the concrete pad. The Supervisor advised that she will clarify everything with Dale including the timber lock fastenings and also the wall. She further advised the Board that she had applied for the DEC permit, saying the representative didn’t believe we needed a permit but we will see after we receive a reply in a week or so. The APA said that they always encourage everyone to fill out the Jurisdictional Inquiry Form even though it may be a repair and the APA determines at some point that it is more than a repair job, APA will be the winner in that and we will be fined. Councilman MacDougal said that is why on the Planning Board, we always required a letter of non-jurisdiction as it protects us. The Supervisor said that once the dock is repaired we will want to bring in more sand in. We need filtered sand and I will put that into the APA jurisdictional request because we cannot put anything into the lake without approval. There was a discussion of the filtered sand.
The Supervisor said we have a motion to award the bid to Dale Evens and I’ll go from there with any amendments we discussed. Councilman Wrisley said œsubject to what we discussed.

Resolution to Award the Dock Repair Bid to Dale Evens of DE Siteworks Plus and Authorizing the Supervisor to Sign the Contract
Councilwoman LaPine so moved with a second by Councilman MacDougal, subject to what was talked about regarding the add-ons, the Resolution is
ADOPTED Yes-4 LaPine, MacDougal, Wrisley, Boisen No-0
Resolved that the Dock bid will be awarded to Dale Evens of DE Siteworks pending the clarification of a reasonable amendment. Further, the Supervisor is authorized to sign the contract with Dale Evens of DE Siteworks Plus.
The Supervisor asked if there was anything further to come before the Board tonight. With nothing further to come before the Essex Town Board, the meeting is adjourned at 5:27 p.m.
