Town of Essex Planning Board Public Hearing and Regular Planning Board Meeting Minutes -November 1, 2012

Essex Planning Board

11/1/12

Jim VanHoven called the meeting to order at 7 PM.

On roll call Panning Board members present were Olive Alexander, James

VanHoven, Derek Wrisley, and Don Hollingsworth.

The Public Hearing was opened at 7:01PM.

Attendance Colleen VanHoven, Bryant Laferrleve, Kevin Hall, Mike Christian,

Nicky Christian and Kevin Hall.

Kevin Hall went over the minor subdivision on the Michael Christian property,

Tax map number 48.3-1-7.000at 157Brookfield Road Essex, NY. The application is for an 8 acre set out from a 92.61 acre.  Kevin Hall stated that the APA is ready to approve this project. There are 11 building rights and after this project there will be 8 left.  Minimum road frontage is met.

The Public had no question on the minor subdivision.

The next item is the site plan review for Jim and Colleen VanHoven.  Jim excused himself from the Board and Derek Wrisley chaired this portion of the Public Hearing.  An application for a renovation of an existing deck in the Historic, Hamlet and Shoreline Overlay District for tax map #40.73-5-12 was discussed.  The renovation is of an existing deck which will be enclosed.  The roof line will need to be altered.

The public had no questions on this site plan review.

Motion to adjourn the Public Hearing at 7:10PM made by Don Hollingsworth. Seconded by Olive Alexander. All yes.

The Regular Planning Board Meeting was called to order at 7:11 PM.

On roll call Board Members present were Olive Alexander, Derek Wrisley, Jim VanHoven and Don Hollingsworth.

Attendance Colleen VanHoven, Bryant Laferlere, Kevin Hall, Mike Christian, and Nicky Christian.

Minutes of October 4th were tabled.

Old Business

The minor subdivision of MICHAEL Christian Tax map #48.3-1-7.000 was discussed. Still need APA approval. We have had the Public Hearing.

We have a draft permit. A SEQRA form was completed.  Motion to declare a negative declaration was made by Derek Wrisley.  Seconded by Olive Alexander. All yes.

Motion to approve the permit for the Michael Christian minor subdivision was made by Olive Alexander. Seconded by Derek Wrisley. All yes.

The site plan review for VanHoven’s project was tabled.

New Business

Serge Castella and Jason Flinn site plan review was discussed.  The application is to replace an existing (on the same footprint and using in-kind materials) and add a 4’ covered deck on the south gable end in the Historic, Hamlet and Shoreline Overlay Districts. Jim VanHoven and Lauren Murphy, Code Officer feel this can be an addendum to the existing permit. Jim VanHoven stated a public hearing would not be needed. Motion to amend the existing permit to add structure was made by Don Hollingsworth.  Seconded by Derek Wrisley. All yes.    A building permit will need to be obtained for this project.

Report of the Chairman

Zoning revisions complete. This needs to be on the Town Board meeting agenda so that it can be voted on by the Town Board.

Jim VanHoven commended Lauren Murphy on her very detailed written reports.

Although I grew up in Essex on my grandparents’ farm and developed strong ties to farming, I wanted to see more of the world and experience the differences in cultures and people. I spent nearly fifty years in England, New Hampshire, Texas and New Jersey with trips to almost all of the fifty states and Singapore, an incomparable learning experience.
