2013 Budget

The Public Hearing on the 2013 Budget was called to order at 6:15 PM.
Board members present were Councilwoman LaPine, Councilman LaForest, Councilman Wrisley, Supervisor Boisen, Councilman MacDougal was absent.
Also present was Town Clerk Audrey Hoskins.
Attendees were Olive Alexander and Mary Hopkins.
A three percent pay increase across the board was given to employees.
The assessors CE/Legal is up $1400 for training of new assessor. Legal fees are $75,000.
The Town Clerk PS is down. The Planning Board secretary will be a separate line item in the Planning Board budget. The Town Clerk salary willbe $18,724 that includes the 3% raise.
The Town Clerk EQ and Town Clerk CE will be divided between the two lines.The amount is $2600.
Attorney fees were raised from $3000 to $5000.
Building CE was increased from $35,000 to $40,000.The increase was for work that needs to be done at the Octagonal School.
The SPCA line item is down because we went from 713 residents to 671 residents in the last census and we receive $1.00 per resident.
The Health Officer line item was discussed. The Town is required to have a Health Officer. This may have to be increased. $1500 was added to sidewalks PS. Ed Gardner will snow blow the sidewalks this winter.
Sidewalks CE was discussed. Since the sewer project did not go along the sidewalks, they were not torn up and replaced at that time. They are going to require work be done on them. The $5000 will not go far for the needed repairs.
Setting up a reserve account for sidewalk repairs was discussed.
Parks was increased from $500 to $750.
The summer youth program money was moved to the Youth-other line item.The problem with the summer program at Willsboro is getting kids signed up and having them attend each day. It is a costly program if only one or two children go each day. Willsboro requires the Town to pay $6,000 for the summer program and this is not based on attendance. Willsboro will need to be notified of our decision. Other options were discussed.
The Program for the Aging was increased from $3000 to $4500.
Councilman LaForest stated that the wall was measured and the plaque willcover the entire wall with very little room left for the facing. The grant was discussed and it is a matching grant. We can use in-kind services as part of ourmatching funds.
The line for Planning Board Secretary is there because the Town Clerk/Planning Board secretary was separated into two jobs. The Planning Board secretary will be paid by the hour up to $3840 for the year.
Supervisor Boisen stated that the mailings for projects in the Hamlet need to be looked at and see if it is necessary to send a notice to everyone in the Hamlet. Olive Alexander will look this up and get back to the Board with information on the mailings.
Site monitoring for the Transfer Station was discussed.
Health Insurance buyout was raised from $1000 to $2000. Audrey Hoskins does not take the insurance, she will take the buyout.
Beautification CE was discussed and the $500 is for gas for lawn mowing on the Town properties and cemeteries.
NYS retirement was discussed. Supervisor Boisen will make sure the correct amount will be put in the budget. The state will send the rates that have to be paid. Supervisor Boisen will also look into the health insurance cost for 2013.
Supervisor Boisen stated that she and Councilman MacDougal had talked about setting up a reserve account for the Town. The Board discussed this issue.
The bill for the payment on the sewer was received today. The payment is $168,000. Supervisor Boisen hopes to use leftover grant money for this payment.
Councilwomen LaPine asked to see a breakdown of the Keytrol bills that are sentout to see amount used by others.
Water District #1 Source of supply CE is up $25,000 if we need this for a capital project.
Fire District #1 budget was given verbally to Supervisor Boisen by Dianne Lansing $86,730. Did not have written budget for this meeting.
The sewer operator line item is for Tia Gardner $24,102 and $4000 for the assistant. Tina will need to be certified, which hopefully will be by the beginning of the year.
The tax rate schedule was discussed.
Supervisor Boisen stated she would have all the changes made for the meeting on 11/15/2012.
As there was no further business to come before the Board the Public Hearing was closed at 8:10 PM
