Special Board Meeting
11/27/12
The meeting was called to order at 10:06 AM.
Board members present were Councilwoman LaPine, Councilman MacDougal, Councilman Wrisley and Supervisor Boisen. Also present was Town Clerk, Audrey Hoskins. Assessors present were Dianne Lansing, David Sayre, and Patty Gardner.
Motion to enter Executive Session at 10:08 for the purpose of discussing the litigation between Lewis Family Farm and the Town of Essex was made by Councilman Wrisley. Seconded by Councilman MacDougal. Roll call Councilwoman LaPine-yes, Councilman MacDougal-yes, Councilman Wrisley-yes, and Supervisor Boisen-yes.
Motion to exit Executive Session at 12:34 PM was made by Councilman MacDougal. Seconded by Councilwoman LaPine. Roll call Councilwoman La pine-yes, Councilman MacDougal-yes, Councilman Wrisley-yes and Supervisor Boisen-yes.
Reentered Special Board meeting at 12:35 PM.
No action was taken in the Executive Session.
Hydrosource’s letter was discussed. The letter was sent to Susan Kennedy asking for her thoughts. Motion was made by Councilman MacDougal to have Supervisor Boisen to inform them of the decision by the Board to move forward with the ground water site investigation by Hydrosource. Seconded by Councilwoman LaPine. Roll call Councilwoman LaPine-yes, Councilman MacDougal-yes, Councilman Wrisley-yes, and Supervisor Boisen-yes.
The insurance for the Town was discussed. The issue of the awarded bid was discussed.
Supervisor Boisen and Jim VanHoven met and discussed the Zoning Ordinance revisions. Jim will be contacting the Board Members to discuss the Zoning Ordinance revisions.
Councilman LaForest’s resignation was discussed. Motion to accept with regret Councilman LaForest’s resignation effective 11/30/12 was made by Councilman Wrisley. Seconded by Councilman MacDougal. Roll call Councilwoman LaPine-yes, Councilman MacDougal-yes, Councilman Wrisley-yes, and Supervisor Boisen-yes.
The yearend meeting was discussed and the meeting will be held on 12/27/12 at the Town Hall at 9 AM.
The water meters were discussed. Supervisor Boisen informed the Board that we have 30 water meters that need to be installed.
The meeting adjourned at 1:22 PM.
