Regular Board Meeting
10/14/10
The meeting was called to order at 7:22 PM.
Supervisor Boisen led us in the Pledge to the Flag.
Councilwoman LaPine asked for a moment of silence for Mary Gullo and Alvin Knapp.
On roll call Board members present were Supervisor Boisen, Councilman Wrisley, Councilwoman LaPine, Councilman Sayward and Councilman Sayward.
Also present was Audrey Hoskins, Town Clerk.
Visitors included Sally Johnson, Donna Sonnett, Ted Cornell, Rita Fitzgerald, June Lawrence, R. Scott Lawrence, Jim Morgan, Dave Lansing, Tina Gardner, Dianne Lansing, Shirley LaForest, Peter Schultz and Grace Drummond.
Supervisor Boisen announced the meetings are now being video taped and she also said that if you wish to speak please raise your hand, identify your self and speak clearly so you can be identified on the tape recorder.
Shirley LaForest, Town Historian informed the Board that she had been offered space at the Heritage Center and with the Board’s approval she would like to move the historical records from the Town vault to the Heritage Center. Shirley feels this would be a good space and it would give her the room to do more as the Historian. Peter Schultz, President of Historic Essex said the museum was part of the Lakes to Locks program. There are two rooms on the main floor which will be refurbished and set up for the use of the Essex Town Historian. This area will be rent free and the heating cost will be covered by the Heritage Center.
Supervisor Boisen said she felt this offer by the Heritage Center was wonderful.
Donna Sonnett said she was concerned with the security at the Center. Peter
Schultz said these rooms have their own doors and locks can be installed.
Grace Drummond asked what historical records would be moved. Shirley said she has a list of what is considered government and non government records.
Shirley said that the Town Clerk, who is also Records Management Officer and she would sit down and go the records to be moved. Shirley stated she has a fire proof cabinet that would be moved with her.
The Board was in favor of this offer made by Historic Essex.
Supervisor Boisen said that she had been approached by a Town employee asking if the Town was going to pay for flu shots this year. This issue was discussed and the Town Clerk will research the minutes from 2009 and send copies to the Board showing what was discussed and decided on flu shots. A decision will be made at our next Board meeting.
Approving minutes
The minutes were discussed and tabled until next month. The need to have the minutes on the website in a more timely manner was discussed. Scott Lawrence said he would be interested in helping with the website. Supervisor Boisen said she would check to see if having the tapes available to the public meets the requirements of the law. Councilman LaForest said if the Town Clerk needs help with the minutes, we should budget for it and get her the help she needs with the minutes.

The sewer bills were discussed and reimbursement to the Town from EFC was discussed.

On September 23, 2010 I attended a mandatory class in Queensbury, NY that is required by the State of New York. The class provided an overview of the up-dates to the 2010 Code Revision.

Supervisor County Report
The County budget is being worked on. Horace Nye is still being discussed.
Old Business
Water tower control room and pump house. DOH happy with the work done.
The system is working very well. Susan Kennedy congratulated Emmett Coonrod on the work he has done. There is work that needs to be done at the tower, sheet rocking and insulation. The bubbler system needs to be installed.
Water meters were discussed. Councilman Wrisley and Emmett met and discussed the work needed to be done on the water meters. An hourly rate of pay was discussed for this work. Who will pay the replacement cost of installing new meters was discussed. There was a discussion about homes with a barn and farm animals and how would they be charge for water.
Councilman Sayward made the motion to go into executive session to
discuss personnel maters. Seconded by Councilman LaForest. Roll call Supervisor Boisen-yes, Councilman Wrisley-yes, Councilman Sayward-yes, Councilman LaForest-yes and Councilwoman LaPine-yes.

The Town Board discussed payment for the work Emmett Coonrod will be doing on the repair and replacement of the water meters. It was decided that he would be paid $18.00 per hour for this work. Motion to pay Emmett Coonrod
$18.00 per hour for the work on the water meters was made Supervisor Boisen. Seconded by Councilman Sayward. Roll call Supervisor Boisen-yes, Councilman Wrisley-yes, Councilman Sayward-yes, Councilman LaForest-yes and Councilwoman LaPine-yes.
Octagon School House – Councilman Sayward updated the Board on the roof.
He and Councilman Wrisley discussed the use of rolled plastic to cover the roof for the winter. This solution would cost about $100. The Board agreed to spend up to $200 for the plastic to cover the roof.
NYSERDA grant for the Town Hall was discussed. The Town received the notice to proceed to the next level of paperwork. Supervisor Boisen said it looks like the Town will have to match $2800. Research needs to be done to determine the insulation in the Town Hall.
New Business
Authorization for the Supervisor to sign amendment #8 with AES regarding the sewer system improvements feasibility report on relocation of the generator building at Beggs Point was discussed at a cost of $2000. Motion to give the Supervisor permission to sign amendment #8 made by Councilman Sayward.
