Informational Sewer Meeting
10/13/11
Meeting was called to order at 6:01 PM.
Board Members present were Councilwoman LaPine, Councilman LaForest,
Councilman MacDougal, Councilman Wrisley and Supervisor Boise. Also
Present was Audrey Hoskins, Town Clerk.
Visitor included Jim Dougan, AES Northeast, Olive Alexander, Tina Gardner, Frank Walls and Jane TerLow.
This will be the last sewer update by Jim Dougan.
There are about seven residents left to hook up. The hook ups should be finished next week. Restoration is being worked on through out Town.
Mechanical and electrical engineer were in Town to work on their punch list
On those systems so we can get that off to the contractors.
Final change order are being written to contractors who have not used their allowances and they will be a credit to the job. If this money is not used it will go back to the funding agencies, this is grant money.
Water meter were discussed. There was $10,000 in the original budget for meters. Jim Dougan asked if the Board wanted him to request this funding for the meters. The Board said yes and to see if any other funds could be used for the meters. For sewer projects water meters are considered green technology.
Jim Dougan said a lawn mover could be requested for the plant and any other equipment that is needed at the plant could be requested for the plant with the money from the allowances not used by the contractors.
Supervisor Boisen said the water meters are on the agenda for the regular Board meeting and we do have a problem that will need to be discussed.
The cost of meters was discussed. A meter will cost between $600 and $700 per unit. They can go up to $1500 depending on the type of installation needed.
We need working meters because this is the way we bill.
The generator at Beggs was discussed. It is installed and a manual transfer switch has been installed. It is capable of running the water and sewer in an emergency. It will run one then be switched over to run the other. It has been tested and it will run the sewer pumps. It will need to be tested for the water.
Sally Johnson said she heard that id something goes wrong at the plant that a switch can be turned and the raw sewage will be sent to the lake. Jim Dougan said no. There are two sets of tanks. In full mode it should take three days to
Fill one tank. The second tank is back up. It is required by DEC to that there is
Dually of service so that it can not just overflow. If there was a problem where both tanks did not function then the lightest, cleanest liquid would be leaving the tank. The heaviest liquid settle to the bottom and the flow would be from the top where the lightest liquid is. The chances of this happening are very slim.
There is a backup generator that will run when the power is down.
Sump pumps were discussed and they are not to be run in the sewer.
AES billing was discussed.
The situation at Hamilton’s marina was discussed. The pump out for the boats going into the sewer line and how this should be charged. Supervisor Boisen said we need to address this Sewer Ordinance. We need to figure out how we will charge for this and get our Sewer Ordinance adopted before DEC gets here. We can be fined if our Ordinance is not in place.
The project will be pretty much wrapped up by the end of November.
