The Town of Essex, NY, is requesting proposals for repair/restoration work of the Town Hall building. Contractors submitting proposals must have experience in historic preservation/restoration.

Proposals must be received in the Office of the Town Clerk, at the above listed address no later than 3:00 pm on August 21, 2012. Responses to this RFP must be marked ESSEX TOWN HALL PROPOSAL. Proposals received after this time will not be considered. The project will be awarded after the 6:00 p.m. Public Hearing on August 23, 2012, at the Essex Town Hall.
The Town of Essex reserves the right to reject and or all proposals.
Scope of Work for Wright’s Inn
1) Four window sash on the facade of the building have rotten sills, one of which needs to be cut out back to behind where the sash meets the sill and replaced, including the ears, and screwed and glued to make a weather-tight connection between the old and new sill parts. All others can be repaired as is via epoxy consolidation, using Abatron brand or equal. All other window sills and trim should be checked for rot and repaired if necessary. After being repaired, all sills should be caulked and primed (with alkyd primer) and painted with two coats of Benjamin Moore Benexterior latex paint, or better.
2) Four first floor window casings to either side of the main entrance need wooden drip caps to keep water from the main roof eaves and entry porch eaves from getting down behind and rotting them out. Install a wooden drip cap on each of these windows and flash them with lead. Copy drip caps from second story windows above.
3) Install a metal diverter strip to either side of entrance porch roof where metal roof/flashing meets the wall of the main building to prevent water run-off from saturating wooden clapboards. Install diverter strip on either side of rear ell roof at same juncture. Metal to be the same material as the existing standing seam roof.
4) Remove rotted sections of front porch posts and replace with stacked 2 x(whatever post diameter is) pressure treated wood. Put small shims between new PT and porch deck to allow for air circulation. Cover new PT with finish blocks and shoe molding, slightly elevated off the porch deck to allow for ventilation under the posts. Posts and exposed decking bare wood must be primed with alkyd primer, and painted with two coats of Benjamin Moore, Ben exterior latex paint, or better.
5) Re-fasten toe mold of new porch decking at head of steps, using long deck screws, pre-drilled, countersunk and plugged and best quality exterior wood glue/epoxy. Replace moldings under porch floor decking on north and south sides.
6) Repair handicapped access ramp to meet code requirements. Prime new wood with alkyd primer. Paint with two coats of Benjamin Moore deck paint, or better.
7) Replace roof over handicapped back entrance with 30 year asphalt shingles, matching color to main roof. Install ice and weather shield and metal flashing between clapboards and new roof.
8) Install lead flashing over electrical panel box.
9) Any and all additional rot must be repaired or restored and primed and painted to above specifications.
