Essex Planning Board
Week of October 21, 2013:
- Talked to Whitney Russell at DCEA in Albany about a C. of O. for an older house that has had no permits¦can’t, just write a letter instead.
- Needleman house project (Jersey Street) site inspection re. sitework and concrete formwork
- Discussed egress window requirements for new house of Cindy and Mike Pratt
- Review Needleman house plans for code compliance.
- Septic permit issued for Needleman house (Jersey Street)
- Permit for deck at Steve Sayward Jr’s on Middle Road.
- Discuss boundary line adjustment with Bill Amadon (between two properties that he owns on Leaning Road)
- Spoke to Kevin Hall about permit requirements for Pataki new house on South Farm and whether it is sited within the Shoreline Overlay District and subject to Planning Board review
- Spoke to Austen Hayes about a C. of O. for her stone house on Leaning Road which is being sold in November¦can just write a letter but not give out a C. of O. because there have been no building permits issued for past work done to the house and because it is an older, existing single family residence that has been used as a house since it was built, without an official C. of O.
- Work on Amadon boundary line adjustment application to the Planning Board
- Look up old septic permit application and past permits (town and APA) for the old Smith House building on the corner of Block House Road and Route 22 north of Essex and talk to Dave Lansing re. same. Need to apply for an amended permit with the APA
Week of October 28, 2013:
- Continue review of Needleman house plans with questions to contractor Sean Kullman and architect Mark Hall
- Work on a new septic system for Alicia Kelly, talk to contractors and get bids. Look for possible grant funding to help pay for this and other needed repairs
- Site visit to Frank Schmitt house on Beggs Point St with contractor Sean Kullman to look at interior demolition needing to be permitted. No change to exterior but structural work will have to be done to shore up the foundation which will effect one exterior wall on the north façade of the building. That wall will be re-built exactly to what exists at the present time
- Permit for renovation work at Jay and Kristin Fiegl’s on Jersey Street
- Gather information for Amadon boundary line adjustment application to the PB
- Talk to Cindy Pratt aboaut specs for interior stairs to second floor loft/storage area in their new house on Alden Road. Site visit to see framing
- Demolition permit issued to Sean Kullman for the Schmitt house on Beggs Pt. Road in the village
Week of November 4, 2013:
- Letter to Brian Traskos re. the existing septic system at the NEW PT building
for the APA - Permit to Martha McGraw for chimney liners at the Lakeshore Road house
- Talked to Craig Jackson about re-roofing his house on Beggs, roofing is just maintenance so no permit needed
- No permit needed for minor roof repair and pointing of the stone stoop at the Old Post Office building (Stransky) in Essex village
- Need caution tape around foundation area at Rich Reis’ (Lyle Mason’s) garage on Bull Run where John Podmore is working
- Assist Bill Amason with JIF to the APA on his boundary line adjustment on Leaning Road
- Complete and send form to Mountain Abstract Company re. any zoning violations or permits for the Austen Hayes property on Leaning Road
- PB meeting (7th)
- Spoke to Pete Jerdo about requirements for a replacement septic system at his home on NYS Route 22
- Septic permit issued for Needleman house on Jersey Street
- ZBA meeting needed to be scheduled for Amadon boundary line adjustment project
- Final walk-thru with Mike Sherman of Bessboro Builders at the Orberg residence on Main Street. C. of C. issued for work done throughout the fall
Week of November 11, 2013:
- Received and reviewed minor subdivision application from Stuart Brody for his property on Jersey Street. 8 acre lot and remaining 54+ acres and farmhouse to be sold to Open Space Institute and a young area farm couple
- Review plans for the Old Brick Store on Main Street, Bill Bateman architect, Gerry Spooner, contractor
- Received and reviewed septic plans from Ryan Davies at Zebra-Tech for Pete Jerdo on Route 22
- Issued septic permit for Pete Jerdo
- Meet with contractors at the Kelly residence on Route 22 to look at location for a new septic system and get quotes re. same
- Notice to 500’ abutters sent out re. Bill Amadon’s boundary line adjustment project which will go before the Zoning Board of Appeals for an area variance in early December
- Inspected Jerdo septic system project and ok’d work
Week of November 18, 2013:
- Answered complaint about light pollution in the village: new NYSEG pole with light higher up, why are the CFES addition lights on all night, and was there permission given by the Town to put christmas lights on town-owned trees in front of the Essex Inn
- Reviewed quotes on new septic system at Kelly’s on Route 22
- Final review of Needleman plans with contractor Sean Kullman
- Final review of Brody subdivision application and materials from the APA and filling out of SEQR form by applicant
- Spoke with surveyor Kevin Hall about the boundary line between R-1 and Rural Use re. Brody subdivision on Jersey Street and researched any written boundary description between the two land use areas
- NJ letter from APA re. Amadon boundary line adjustment project
Week of November 25, 2013:
- Reviewed preliminary survey map from Kevin Hall re. Brody minor subdivision on Jersey Street
- ZBA meeting for Amadon boundary line adjustment variance. Area variance approved and project sent back to Planning Board for acknowledgement
- Site visit to Cannon Point to inspect concrete work for garage, stairs and feature wall
- Site visit to Fiegl house to inspect renovation work
- Site visit to Mike French’s new house project on Daniels Road to check progress on interior work
- Thanksgiving holiday
Week of December 2, 2013:
- Prepare Brody subdivision application materials for PB meeting and make/email copies for board members
- Issue building permit for Needleman house work on Jersey Street
- Planning Board meeting on December 5th
- Permit issued for new septic system at Kelly’s on Route 22
- Update on APA permit amendment and conservation easement at Sheldon Farm from Gary Heurich
- Site visit to Needleman house project on Jersey Street
- Supervise work on Kelly septic system
- Draft letter to Tom Benway about derelict mobile home on Leaning Road
Week of December 9, 2013:
- Inspect work on Kelly septic system
- Discuss issue of propane tank placement at Old Brick Store with neighbor
- APA permit amendment for œNEW physical therapy and wellness center issued and received at the town
- Zoning information to Eric Arnold at Weichert Realtors Venture North re. the Whallonsburgh Schoolhouse and permitted commercial uses in the hamlet
- Zoning info to Zoe Sherman at Bradamant Realty re. permitted commercial uses for the Whallonsburgh Schoolhouse
- Demolition permit issued for the Hayward House on the Essex Road – selective interior demolition, deteriorated side porch and replacement of 4-5 first floor joists that have rotted and created holes in the first floor
Week of December 16, 2013:
- Emailed zoning sections about fencing to Chris Weitzell at AFSCO fence company in Albany
- Research Metal-Fab insulated piping for a homeowner with a code issue
- Site visit to Hayward House to view floor issues and demolition/clean-up; discussion of electrical and energy code issues in restoring an existing historic house
